I was under the impression that the below lvl 20 applies only to the mining dimension. Anyways allthemodium is quite easy to stumble upon in mountains. Alternatively use the teleport pad to get to the mining dimension and you will find allthemodium everywhere.

What I do know is that I had to walk on foot for 15k block to find the bastion of the dimension, it allowed me to have stuff to die netherite, a lot of book, a lot of improved and unusual spawner. Maybe the flight is disabled on purpose because it’s too easy to get stuff in ( even with full witch/zombie/piglich, as long as I had food, they couldn’t kill me.

Best bet is to loot dungeons and find a nuke arrow and then use an infinite quiver bow, easiest ATM vibranium and unobtanium of my life. Use an RFtools Builder with a clearing quarry card to clear out vast swathes of land and then you can just mine the left over allthemodium.
